Researched by Industrial Info Resources (Sugar Land, Texas)--As the Trump administration tries to slow or reverse the development of renewable-sourced power generation across the U.S., a top energy provider for the Mid-Atlantic region is broadening its development of low-carbon energy. Dominion Energy Incorporated (Richmond, Virginia) is seeking power-purchase agreements for renewable-energy projects in Virginia and North Carolina, and it might acquire existing projects as well. Industrial Info is tracking about $17 billion worth of active and proposed renewable-energy projects from Dominion, with solar making up the largest number of plans.

Dominion's request for proposals covered power-generation projects for solar; solar with battery energy-storage system (BESS) units; onshore wind; onshore wind with BESS units; and stand-alone BESS units. The company said in a press release it is seeking power-purchase agreements for "both utility-scale projects that are greater than 3 megawatts (MW), as well as distributed projects that are 3 MW or less." Dominion's Virginia-based business also is seeking proposals to acquire existing projects in these areas.

Dominion's 2.6-gigawatt (GW) Coastal Virginia Offshore Windfarm accounts for more than $12 billion of the total investment. The Trump administration has all but halted the development of early-phase offshore wind projects and has created uncertainty about any future endeavors, but it has yet to permanently stop one on which substantial work has commenced; the latter group includes Coastal Virginia, which a Dominion executive said in a recent earnings-related conference call was "still on schedule for full completion at the end of 2026".

Executives also said Coastal Virginia evaded any changes to federal clean energy production tax credits contained in the One Big Beautiful Bill Act that was signed into law on July 4. Dominion's projects under construction include its $180 million Dulles Solar Plant in Sterling, Virginia, which is designed to generate 100 megawatts (MW) and store up to 50 MW for Dulles International Airport. About 200,000 panels will cover 835 acres of land between runways; other areas of the airport will feature solar carports and charging stations for electric vehicles. The project is set to be completed toward the end of 2026.

Solar projects under construction without BESS units include the $35 million Kings Creek Plant in Williamsburg, Virginia, which is designed to generate 20 MW from more than 41,000 photovoltaic (PV) panels provided by First Solar Incorporated (Tempe, Arizona). Before the end of the year, Dominion expects to begin construction on its $187 million Blue Ridge Solar Plant in Chatham, Virginia, which is designed to generate 95 MW from more than 85,000 PV panels provided by Hanwha Qcells (Seoul, South Korea), and its $102.6 million Beldale Solar Plant in Powhatan, Virginia, which is designed to generate 57 MW from more than 239,000 PV panels provided by First Solar. Dominion said in a press release that its efforts are not limited to utility-scale projects: "Dominion Energy is also seeking proposals within its service territory for non-residential rooftop and carport solar projects, including mechanically complete projects, specifically on commercial, industrial, and government-owned structures. The company is particularly seeking rooftop and carport solar projects in Virginia's urban centers to reduce the load on the electric grid."
