Engineering and Construction Firm Selected for Basin Electric’s Coal Plant in Wyoming

Researched by Industrial Info Resources (Sugar Land, Texas). Basin Electric Power Cooperative (Bismarck, North Dakota), one of the largest electric generation and transmission cooperatives in the U.S., has chosen Sargent & Lundy, LLC (Chicago, Illinois) to provide engineering and construction services for the grassroot 422-megawatt (MW) Dry Fork Power Plant in Gillette, Wyoming that is estimated to cost approximately $800 million.

The plant will be burning Powder River Basin (PRB) coal and it will be constructed adjacent to an existing coal mine from which it will receive its fuel. The facility will consist of a pulverized coal-fired boiler along with a steam turbine/generator set plus supporting equipment such as the coal handling system, switchyard, and a cooling tower. Emission control equipment will include a selective catalytic reduction (SCR) unit to reduce nitrogen dioxide (NOx), a flue gas desulfurization (FGD) scrubber to reduce sulfur dioxide (SO2), and a baghouse to catch particulate matter (PM).

The plant is being constructed to meet the growing electric demand caused by an increasing rural growth in Wyoming and surrounding areas.

Basin Electric Power Cooperative is in the process of bidding out key components. Construction is scheduled for early summer 2007, with the unit planned to be online in January 2011.

The cooperative also owns and operates the coal/oil 656-megawatt Leland Olds Power Station (Stanton, North Dakota). The plant was named after the former Federal Power Commission Chairman Leland Olds, along with the newest coal-fired plant in North Dakota, the two-unit 870-megawatt Antelope Valley Power Station that began operations in 1984/1986. The facility is referred to as a “minemouth” plant because of its location next to a lignite coal mine (the Coteau Properties Company’s Freedom Mine).
