Feasibility Study for Phase III Expansion of Power Plant Approved

Researched by Industrial Info Resources (Sugar Land, Texas)-- The feasibility study report of Phase III of Huadian Changji’s two 300-megawatt (MW) combined heat and power expansion project smoothly passed the examination of an expert panel organized by China International Engineering Consulting Corporation (CIECC) (Beijing, China) on September 17, 2007. More than 80 experts and representatives from the Development and Reform Commission of Xinjiang Autonomous Region, Xinjiang Electric Power Company and Changji city’s government and prefecture, as well as related departments, attended the examination meeting.

Ten expert teams organized by CIECC reviewed and discussed the report for the project. The expert panel believes that the expansion is a recycling project with integrated advantages of air-cooling, a combined heat and power supply, intermediate-water recycling and that it conforms with the national policies on energy conservation and emission reduction. The project will be a main power source in Xinjiang and greatly strengthen the power source layout in the Urumchi urban grid, increase spare capacity and improve the capability in dealing with changes while promoting the integrated heat-supply project for Urumchi and Changji city.

China Huadian Corporation (Beijing, China) has a total installed capacity of 2,138 MW in the Xinjiang Region and has become one of the most important power generation enterprises in the Xinjiang grid. Huadian Changji’s Phase III project is an important power source and heat source project listed in the 11th five-year plan (2006-10) of the Xinjiang region. The project is about 3 kilometers away from the urban district of Changji city. The project has received approval from the Changji government. All related formalities in land prequalification, environment impact assessment and safety prequalification have received approval from the Xinjiang region’s related departments. The Xinjiang branch of China Huadian Corporation, as the project’s owner, will include two 300 MW air-cooled combined heat and power units with a flue gas desulphurization device. Construction for the $364 million project is expected to start in 2008.
