Federal Coal Lease Sale Exposes Weak Market Interest

(Editor's note: The U.S. Department of the Interior has rejected the Navajo Transitional Energy Company's $186,000 bid for 167 million tons of coal on public lands in Montana, saying the bid did not meet the requirements of the Mineral Leasing Act, the Associated Press reported on October 14.)

Written by Jesse Broehl for Industrial Info Resources (Sugar Land, Texas)--The biggest U.S. coal mining lease sale in more than a decade has exposed a major erosion in market interest for coal, despite support the Trump administration is trying to provide on many fronts to the coal-mining and coal-fired power industries.

A prominent lease sale conducted on October 6 received only one bid, according to the Associated Press. The bid totaled $186,000 for an estimated 167 million tons of coal on federal lands in southeastern Montana in the Powder River Basin. That's one-tenth of a penny per ton.

By comparison, the last successful government lease sale in the region went to a subsidiary of Peabody Energy (St. Louis, Missouri) for $793 million, or $1.10 per ton, for 721 million tons of coal in Wyoming.

The bid at one-tenth of penny per ton was from the Navajo Transitional Energy Company (NTEC) (Farmington, New Mexico). In its offering, NTEC said coal-fired power plants have fallen out of favor due to their high operating costs and higher pollutant levels. Today's market favors natural gas, nuclear and renewable energy plants.

The government did not say if it would accept the lease bid. The sale went forward, despite the current federal government shutdown as the Trump administration categorized fossil-fuel sales as essential government functions.

Coal Price Discovery is Important to the Natural Gas Industry
This was one of the first opportunities for the second Trump administration to gauge the state of the coal industry. The "price discovery" aspect of the lease sale is meaningful for the natural gas sector, which competes against coal.

Energy market commodities traders and related strategists want to determine if coal plants are going to hold steady or even increase capacity, thereby reducing demand for natural gas within the power-generation sector. This impacts gas purchase deals, gas transportation reservations, pipeline investments, power plant investments and even impacts gas availability for liquefied natural gas (LNG) plants.

Diminished Coal Market, Despite Trump's Support
The weak coal lease sale comes despite the Trump administration's coordinated efforts to prop up the coal-mining and coal-fired power industries. Likewise, the Trump administration has used its emergency powers to prevent some aging legacy coal plants from retiring, as explained in this IIR Energy article.
