Heat and Drought Impact Power Output
A prolonged drought and extreme summer temperatures have forced France's state-owned utility Electricite de France (EDF) to shut down three nuclear reactors and reduce output at four others, affecting more than 5 gigawatts (GW) of nuclear generation capacity.
The shutdowns include the Chooz units 1 and 2 (1.5 GW each) and Cattenom Unit 4 (1.3 GW), while output has also been curtailed at Bugey 3, Tricastin 4 and Saint-Alban units 1 and 2.
The precautionary measures were taken after declining water levels in the Meuse and Moselle rivers reduced the availability of cooling water, with EDF acting to comply with environmental regulations and the 1998 Franco-Belgian Meuse River Agreement. Despite the operational disruptions, the shutdowns have no impact on nuclear safety.
The Chooz Nuclear Power Plant, located near the Belgian border, is subject to a bilateral agreement that requires EDF to maintain sufficient flow in the Meuse River for downstream users in both France and Belgium. Chooz Unit 2 has been offline since July 11, while Unit 1 was shut down on August 1 after the river flow dropped below the agreed threshold.
