Researched by Industrial Info Resources China (Beijing, China)--The National Development and Reform Commission (NDRC) issued the written reply for the project application report for Huaneng Changxing Power Plant's 1,320-megawatt (MW), coal-fired project on March 18, 2013. The 10-year pre-stage preparation of the project was completed, according to an announcement from China Huaneng Group (Beijing) on March 21.
The Huaneng Changxing Power Plant, located in Zhicheng Town of Changxing County, in East China's Zhejiang province, was built in 1959. Through asset reorganization, the power plant became a fully owned subsidiary of Huaneng Power International Limited (Beijing) (Sh.600011), the listed flagship of China Huaneng Group, in July 2002.
In responding to the nation's policy on energy conservation and emissions, the project will be built to replace small coal-fired units with larger ones. According to the approval, the project will be furnished with two 660-MW, ultra-supercritical, large-size, coal-fired units at a new site in Lvshan Town of Changxing County by shutting down the two existing 125-MW, coal-fired units at the Changxing Power Plant (already shut down in August 2010), as well as a total of 349 MW of small, coal-fired units at other power plants in Zhejiang province. As a support to the project, a coal port comprising six 1,000-tonnage berths, with an annual coal turnover capacity of 3.65 million metric tons, will be built along with the project.
Zhejiang Electric Power Design Institute (Hangzhou, Zhejiang) is responsible for the design and engineering of the project. The main construction contract of the project was awarded to Zhejiang Thermal Power Construction Company Limited (Hangzhou, Zhejiang) in December 2012. The turbine, generator and boiler contracts for the project also have been awarded: Harbin Electric Corporation (Harbin, Heilongjiang) will be responsible for the supply of two pulverized, coal-fired boilers, and Shanghai Electric Corporation (Shanghai) will be responsible for the supply of two ultra-supercritical steam turbine generating units for the project.
