Hurricane, Storm Surge Watch Issued for Texas Gulf Coast
The National Hurricane Center has issued a storm surge watch and a hurricane watch for parts of the Texas Gulf Coast with the approach of Tropical Depression Harvey. Harvey is heading to the upper Texas coast, where there are over 20 refineries and 30 major chemical plants, and could develop into a hurricane before making landfall. A storm surge watch was issued for the Texas coast from Port Mansfield to High Island, and a hurricane watch was issued from north of Port Mansfield to San Luis Pass. Harvey is expected to produce total rain accumulations of 10 to 15 inches with isolated maximum amounts of 20 inches over the middle and upper Texas coast and southwest Louisiana through next Tuesday, with heavy rainfall beginning as early as Friday morning. Anadarko Petroleum said it was removing non-essential personnel from its operated offshore facilities at Boomvang, Gunnison, Lucius and Nansen. Anadarko Petroleum said it was prepared to shut in its facilities and evacuate remaining personnel if necessary.
Phillips 66 Shuts Down Lake Charles Refinery
Phillips 66 shut down its 242,000-barrel-per-day Lake Charles refinery in Louisiana on Tuesday due to undisclosed issues. Plant personnel expect to return the facility to normal operations by the end of this weekend. Located in Westlake, the Lake Charles Refinery processes primarily heavy, high-sulfur and high-acid crude oils, along with some light, sweet crude oil. It receives domestic Gulf Coast, U.S.-advantaged and foreign crude oils. Within the facilities are crude distillation, a fluid catalytic cracker, alkylation, a delayed coker and hydrodesulfurization units that enable the refinery to produce gasoline and diesel fuels, home heating oil and fuel-grade petroleum coke. The facilities also include a specialty coker and calciner, which produce graphite petroleum coke for the steel industry. Citgo to Start Maintenance on Illinois Refinery
Citgo Petroleum will begin planned maintenance starting September 5 at its 167,000-barrel-per-day (BBL/d) Lemont refinery in Illinois. Maintenance on the lone Crude 111, 75,000-BBL/d Vacuum 111 will last 32 days until early October. The 38,000-BBL/d Sponge Coker 113 will be down for 40 days. The 15,000-BBL/d kerosene hydrotreater will be down for 18 days and the 35,000-BBL/d Diesel Hydrotreater (ULSD) 590 will be down for 21 days. The outages were previously scheduled to start on September 1 and last 59 days. Serving the needs of the upper Midwest, the refinery manufactures several grades of gasoline, diesel, jet fuel and high-quality hydrocarbon solvents used in the production of paints, adhesives and coatings. Valero to Start 45-Day Maintenance in September at McKee Refinery
Valero will perform 45 days of planned maintenance starting September 29 at its 175,000-barrel-per-day (BBL/d) McKee Refinery in Sunray, Texas. Maintenance will be performed on the 55,000-barrel-per-day (BBL/d) fluid catalytic cracker unit (FCCU), 9,500 SF Alky, 34,000-BBL/d Gasoline Desulfurizer and 8,000-BBL/d PDA (Propane De-Asphalter) units. The McKee refinery began operations in 1933. Located in the Texas Panhandle, the refinery has access to crude oil from northern and west Texas, Oklahoma, southwestern Kansas and eastern Colorado, making it one of the most well-connected plants in Valero's system. The refinery is joined by third-party pipelines to major crude oil centers in Cushing, Oklahoma, and Midland, Texas. (Plant: 1000910)
Energy Transfer Strikes Back, Sues Greenpeace
Not one to back away from a fight, Energy Transfer Partners is going on the offensive against Greenpeace over the environmental group's campaign against the Dakota Access Pipeline. The oil pipeline project was the subject of a massive protest, as environmental groups and the Standing Rock Sioux tribe said the pipeline threatened local water supplies. Energy Transfer Partners is now suing Greenpeace. According to a press release by Energy Transfer Partners, the lawsuit, filed in the U.S. District Court for the District of North Dakota, alleges that Greenpeace "manufactured and disseminated materially false and misleading information about Energy Transfer and the Dakota Access Pipeline ("DAPL") for the purpose of fraudulently inducing donations, interfering with pipeline construction activities and damaging Energy Transfer's critical business and financial relationships. The Complaint also alleges that the Enterprise incited, funded, and facilitated crimes and acts of terrorism to further these objectives. It further alleges claims that these actions violated federal and state racketeering statutes, defamation, and constituted defamation and tortious interference under North Dakota law." KPE Lands EPC Contract for Targa Natural Gas Facility in Texas
KPE was awarded a contract valued at more than $100 million by Targa Pipeline Mid-Continent WestTex, a subsidiary of Targa Resources (Targa), to provide engineering, procurement and construction (EPC) for a 200 million-standard-cubic-foot-per-day (MMSCFD) natural gas cryogenic processing facility near Midkiff, in the Permian Basin of West Texas. The facility will include a 5,000-barrel-per-day condensate stabilizer, low-pressure compression, intermediate compression, custody transfer metering, slug catchers and a control system for processing raw natural gas into merchantable natural gas by extracting natural gas liquids (NGLs) and removing impurities.
