Italy's Biella Power Srl Awaits Final Construction Permit for Repowering Combined-Cycle Power Plant

Researched by Industrial Info Resources (Sugar Land, Texas)--On February 9, the regional government of Piedmont in Italy will hold the "Conferenza dei Servizi," the final stage in obtaining the construction permit for the revamping of the 20.5-megawatt (MW) Cerreto Castello combined-cycle power plant in the province of Biella.

The project consists of the replacement of the existing plant using two 44.60-MW aeroderivative gas turbines with heat-recovery steam generators (HRSGs) attached to a 23.6-MW condensing steam turbine, in a multi-shaft (2+1) combined-cycle configuration with a total power generating capacity of 112.8 MW. Currently, the power plant has two aeroderivative gas turbines built by European Gas Turbines (a 4 MW-Typhoon and a 12-MW RLM 1600) with HRSGs attached and a 4.5-MW condensing steam turbine. Construction is expected to begin toward the end of 2010.

In addition to providing electricity to the energy grid, the new facility will supply steam to the district heating network being developed by D.Energy Srl. (Biella, Italy), a joint venture of Consorzio Imprenditori Biellesi and IDRO.erre SpA, both located in Biella. The sole fuel used will be natural gas.

The project is being developed by Biella Power Srl (Milan, Italy), a joint venture of Swiss utility Alpiq Holding AG (Olten), which holds 60% of the total capital, and Italy's Azienda Energetica SpA-Etschwerke, which holds the remaining 40%. Biella Power Srl was created in 2006, and has owned and operated the existing plant since that time.
