Researched by Industrial Info Resources (Sugar Land, Texas)--Keyera Corporation (Calgary, Alberta) reached an agreement with AltaGas Limited (Calgary) to export 25,000 barrels per day (BBL/d) of natural gas liquids (NGL) via AltaGas' export facilities on Canada's western coast, starting in 2028. This week's deal doubles a 12,500-BBL/d agreement announced in February and diversifies Keyera's market access for its liquefied petroleum gas (LPG) products, including to premium Asian markets. Industrial Info is tracking more than US$1.4 billion worth of active and planned projects from Keyera and more than $1.2 billion worth from AltaGas.

In recent months, Keyera has secured more than 75,000 BBL/d of new contracted volumes across its Key Access Pipeline System (KAPS), with nearly all these volumes committed to incremental downstream services, according to the company. Keyera said its current and future fractionation capacity is "substantially fully contracted, supporting strong utilization and returns across the system."

With the AltaGas agreement, Keyera will have 25,000 BBL/d of LPG export capacity from AltaGas' west coast facilities under 15-year tolling agreements, "with a growing portion of Keyera's LPGs being directed to premium downstream markets in Asia," according to AltaGas. Keyera is boosting its NGL production in the Wapiti Field near Grande Prairie, Alberta, where it plans to drill 27 to 30 new wells as part of its 2025 expansion program. As part of the plan, Keyera expects to tie in the new wells and uncompleted wells from its 2024 program at its Wapiti Sour Gas Processing Gas Complex, which produces 25,000 BBL/d of NGL. Keyera also is seeking permits to add a 19th salt-dome storage cavern at its NGL fractionator in Fort Saskatchewan, Alberta. The new cavern will add between 70,000 and 125,000 cubic meters of storage for NGL and other products, including propane, butane and condensate. AltaGas to Bolster Propane Exports
AltaGas will accommodate Keyera's exports via its terminals on Canada's western coast, but it also plans to boost its own exports. AltaGas is among the companies with a stake in the Ridley Island Propane Export Terminal near Prince Rupert, British Columbia, which will become Canada's first propane export facility upon its completion. It is designed for an annual transload capacity of 400,000 twenty-foot equivalent units (TEU), and it eventually could be expanded to 700,000 TEU. Developers say it will feature North America's deepest harbor and have an average 15-day shipping advantage to Asian markets, when compared with the U.S. Gulf Coast.

The Canada Energy Regulator granted AltaGas a 25-year license in 2020 to export up to 92,000 BBL/d of propane to North American and global markets from Ridley Island.
