While the Pharmaceutical-Biotech Industry leads other industries in spending, the projects are quite varied, including a range of industries such as Industrial Manufacturing and Food & Beverage.

Many of the state's $4.2 billion worth of under-construction pharmaceutical-biotech projects are occurring in Philadelphia and Pittsburgh, although smaller projects are scattered throughout the state. One of the largest of these projects is for Children's Hospital of Philadelphia (Philadelphia, Pennsylvania) in Philadelphia, where general contractor Gilbane Building Company (Providence, Rhode Island) is wrapping up construction of a 14-story, 350,000-square-foot building. The facility will be equipped with necessary research equipment and laboratory space and will be Silver-certified under the Leadership in Energy and Environmental Design (LEED) certification program for sustainable construction. One of Pennsylvania's most well-known companies is expanding in its hometown. Much-loved chocolate confectionary maker The Hershey Company (NYSE:HSY) (Hershey, Pennsylvania) is building its first new chocolate-manufacturing facility in the U.S. in more than 30 years in Hershey, Pennsylvania. According to Hershey, the facility will operate as an extension of its Reese plant and will increase production and flexibility for many of Hershey's products. Reese's Peanut Butter Cups are one of the most popular candy bars in the U.S., surpassing sales of many other key brands and possibly claiming the title as the best-selling candy in the U.S. Hershey's new plant will be nearly 250,000 square feet, and construction is wrapping up. While rechargeable lithium-ion batteries dominate the electronics, power storage and electric vehicle sectors, they are not without drawbacks, as was most recently demonstrated by a fire at the Moss Landing battery energy storage facility in California. One company, Eos Energy Enterprises Incorporated (Edison, New Jersey) is developing an alternative technology in the form of aqueous zinc batteries and is now expanding its manufacturing facility in Turtle Creek, Pennsylvania. Aqueous zinc batteries use zinc, which is more than abundant than lithium, as the battery anode. These batteries also employ water-based electrolytes, which are nonflammable, lowering their risk of fire compared to lithium-ion batteries. Eos is adding four production lines at its Turtle Creek plant, which will increase the facility's production capacity to 8 gigawatt-hours of batteries per year. The project is benefitting from a $303.5 million loan from the U.S. Department of Energy, which covers two lines. Toward the end of last year, Eos was hoping to obtain further funding from the government, but President Donald Trump's crackdown on government funding could present an obstacle to an additional loan. Other government funding is pushing another of Pennsylvania's most iconic brands to branch into new territory. Harley-Davidson Motor Company (York, Pennsylvania) has formed LiveWire EV LLC in order to manufacture electric motorcycles. With an $89 million grant from the Inflation Reduction Act (IRA), Harley-Davidson is adding production lines to manufacture the electric bikes. The IRA grant was part of $1.7 billion in grants given to support the manufacture of electric vehicles at 11 closed or at-risk plants across eight states (not all Harley-Davidson plants). Harley-Davidson says the grant will enable it to develop more affordable, faster-charging electric options, retrain more than 1,300 union workers and hire 125 more. Another well-known Pennsylvania brand is expanding a production facility to keep up with increasing demand for its cookie products. Although best known for its ice cream cones, the Joy Baking Group (Hermitage, Pennsylvania) isn't expanding a cone line, but is building a cookie production line at its Hermitage plant. These cookies aren't meant for direct consumption, though, but are crushed and sent to customers as inclusions for things like ice cream and pies. The new line joins another cookie line at the Hermitage plant as well as one in Iowa. "We need the extra capacity," David George, president and chief executive officer of Joy, told Food Business News. "Our lines are sold out essentially. We aren't doing anything new with this line in terms of markets, it's just more capacity for the markets we're in, and more for the growth we're seeing." George said Joy would need about 50 employees for the 200,000-square-foot cookie plant, which is expected to begin operations in the coming months.
