Mexico's CFE, SENER Announce Renewable Projects Investment Scheme

Researched by IIR News Intelligence (Sugar Land, Texas)--Mexico's Federal Electricity Commission (CFE) and Ministry of Energy (SENER) have announced a mixed public-private development scheme for the construction of installed renewable energy capacity, with the aim of aligning the development of renewables with the government's long-term strategies.
According to the proposal, CFE would provide the land and accompany in the management of the permits. Once the works are completed, CFE would buy 70% of the electricity generated through a 25-year power purchase agreement (PPA). The remaining 30% would be sold to third parties or directly to the market.
The private partner would contribute all the liquid capital (up to 30% of the total required) and be responsible for the development, contracting and construction of the project. The operation and maintenance of the plants would be carried out jointly by the CFE and the private partners. CFE would retain 54% of the facilities and its respective partners would hold the remaining 46%.
CFE has opened registrations for interested parties within SENER's Single Window, with the aim of building 7.57 gigawatts (GW) of renewable power, with the start of commercial operations between 2028 and 2030. In particular, CFE is seeking to award two photovoltaic (PV) projects already under development, including the 215-megawatt (MW) Cerro Prieto project in Baja California and the 858-MW Concepción Mendizábal project in the northwest, along with 3.55 GW in new photovoltaic capacity, 2.85 GW in wind and 100 MW in concentrated solar power distributed regionally. A registry of interested companies is underway and it is expected that contracts will be signed before the end of April, so that the companies can move forward with the necessary studies and permits, financial closure and contracts in the following six months.
This announcement is part of a series of announcements and measures carried out by SENER and CFE in recent months involving the renewable energy sector. At the end of December 2025, the first call for the priority allocation of electricity generation and interconnection permits concluded, in which 20 private projects were awarded for a total of 3.32 GW of renewable capacity and 1.5 GW of battery energy storage system (BESS) capacity.
CFE also has recently awarded an engineering, procurement and construction (EPC) contract for the 300-MW Sequence III and launched the tenders for the 280-MW Sequence IV of the Puerto Peñasco photovoltaic complex, in order to reach 1 GW of installed capacity by early 2028. It also announced that it expects to launch tenders this quarter for the construction of the 376-MW Carbón II and 180-MW Río Escondido photovoltaic facilities.
At the same time, the CFE and the National Infrastructure Fund (FONADIN) are advancing studies for the construction of 380 MW of photovoltaic power generation and 63 MW of wind power generation. These projects are part of the portfolio of projects acquired from Iberdrola in 2024.
