Mexico's Comision Federal de Electricidad Re-Launches BOOM Tender for Baja California III Combined-Cycle Power Plant
Mexican state-owned utility Comision Federal de Electricidad (CFE) has recently re-launched an international tender to build, own, operate and maintain a natural gas-fired combined-cycle power plant
The power plant will be constructed under an independent power producer (IPP) scheme. The plant's configuration (number, type and individual capacity of the generation units) will be defined by the awarded contractor(s) with the parameter of 217 to 294-megawatts (MW) installed capacity. According to the schedule, CFE will receive proposals until November 10, 2013, and will award the project on November 15. Construction kick-off and commercial operations are planned for March 2014 and August 2016, respectively.
The first call for tender on the project took place in November 2010, but after several delays, occurred in May 2013. The participant companies were GDZ Suez S.A. (Paris, France), Mitsubishi Corporation (Tokyo, Japan) (LSE:MBC), Korea Electric Power Corporation (NYSE:KEP) (KEPCO) (Seoul, South Korea), Samsung C&T Corporation (KRX:000830) (Seoul), Iberdrola S.A. (BMAD:IBE) (Bilbao, Spain) and Mitsui & Company Limited (TYO:8031) (Tokyo, Japan).
CFE is preparing four separate tenders for the construction of: a 25-MW geothermal Los Humero III, Phase-A expansion; the installation of two diesel-fired internal combustion engines for 7 MW at CCI Guerrero Negro (Guerrero Negro IV); the construction of the 45-MW Baja California Sur IV internal combustion power plant; and the construction of the 670-MW to 900-MW Norte II Combined-Cycle Power Plant.
This year, CFE plans to release tenders for another 2,260 MW under "financed public work" modality for the construction of the 714-MW Guaymas II and 585-MW Valle de Mexico II combined-cycle power plants, and the 240-MW Chicoasen II hydro power plant. The most important IPP project will be the 1,006-MW Noreste combined-cycle power plant.
