Researched by Industrial Info Resources (Sugar Land, Texas)--A recent report from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) says the state is on track to meet its goal of reaching carbon neutrality by 2050.

The state agency's report notes Michigan's progress toward reaching the goals of the MI Healthy Climate Plan, which was released in mid-2022, over the past year. The plan, which was spearheaded by an executive directive from Governor Gretchen Whitmer (D), includes a state goal of being 100% carbon neutral by 2050 and reaching an intermediate target of reducing greenhouse gas emissions by 52% from 2005 levels by 2030.

According to the report, the progress made in 2024 included implementing clean energy laws, such as components of the 2023 Clean Energy Legislation. Public Act 235, which became effective in February of last year, established a standard of electric providers reaching 50% renewable energy by 2030 and 60% by 2025. As a result, the providers must file amended renewable energy plans with the Michigan Public Service Commission by February 27 of this year, to include a forecast of resources that will be needed to comply with the standard.

In addition, in June 2024 the state legislature passed Governor Whitmer's fiscal-year 2025 budget, which includes an additional $150 million in funding to help restart the 800-megawatt (MW) Palisades nuclear plant that was shut down in 2022. Holtec International (Jupiter, Florida) is seeking the U.S. Nuclear Regulatory Commission's (NRC) permission to restart the plant, which would make it the first nuclear plant in the U.S. to have its operational license extended. Also last year, the project received a $1.52 billion loan guarantee from the U.S. Department of Energy (DOE). The plant could begin operating again as soon as next year. Another project aimed at reducing the state's carbon emissions also received federal funding ($50 million) from the DOE last year: Oslo, Norway-based Nel Hydrogen's $400 million hydrogen electrolyzer plant in Plymouth Charger Township, a Detroit suburb--which will produce both alkaline and proton exchange membrane (PEM) electrolyzers at a capacity of up to 4 gigawatts. Nel and General Motors (NYSE:GM) (Detroit) have a joint development agreement in place to scale up the production of Nel's PEM technology that would be used to power the automaker's fuel cells. The FY25 state budget passed last year also includes "$5 million to support the acquisition and construction of renewable energy and electrification infrastructure projects," according to the recent report.

Industrial Info is tracking $10 billion worth of renewable energy projects across the state, including two photovoltaic (PV) solar-generation projects from CMS Energy Corporation (NYSE:CMS) (Jackson, Michigan) that are under construction and expected to wrap up around the end of the year: a solar plant in Muskegon County designed to provide 250 MW of generation by utilizing First Solar Incorporated (NASDAQ:FSLR) (Tempe, Arizona) Series 7 panels, and a 200-MW solar plant in Branch County. A Michigan solar-plus-storage project in the site preparation phase is attributed to a 50:50 joint venture between Apex Clean Energy (Charlottesville, Virginia) and ESA Solar (Maitland, Florida). The Coldwater project in Branch County aims to provide 150 MW of solar power and features a 100-MW battery energy storage system.
