Repsol to Build 100-MW Cartagena Green Hydrogen Plant
Spanish oil and gas company Repsol (Madrid, Spain) has taken the financial investment decision (FID) to build one of the largest planned green hydrogen projects in Europe.

The proposed 100-megawatt (MW) plant will be located at its 220,000-barrel-per-day (BBL/d) Cartagena refinery in eastern Spain and will cost up to 300 million euro (US$350 million) to construct. The facility will be able to produce up to 15,000 tons of renewable hydrogen per year, which Repsol will use as feedstock to manufacture essential products with a lower carbon footprint. The company, already Spain's largest producer of green hydrogen, has a stated goal to replace conventional hydrogen with renewable hydrogen at its industrial sites. Alongside project partner Enagas Renovable (Madrid, Spain), which holds a 25% stake, the goal is to commission the facility in 2029.
The project will benefit from significant government and European Commission (EC) funding. It has been recognized by the EC as an Important Project of Common European Interest (IPCEI) and will receive 155 million euro (US$181 million) through the Spanish Institute for the Diversification and Saving of Energy (IDAE).
"[The facility] represents a milestone for the Hydrogen Valley of the Region of Murcia, one of Spain's most important regional initiatives," the company stated. "The goal is to create the most efficient ecosystem possible, aligning production capacity with the needs of industry. The project also includes the possibility that, in the future, the renewable hydrogen can be fed into the natural gas network and the Spanish Hydrogen Backbone."
Today Repsol is the largest producer and consumer of hydrogen on the Iberian Peninsula, representing 60% of national production and accounting for 4% of the hydrogen consumed in Europe. It currently produces around 360,000 tons of hydrogen per year at its industrial complexes. Repsol, Energas and others are currently constructing a bigger 150-MW alkaline electrolyzer at the Repsol Industrial Complex in Tarragona, which is expected to go live in 2027. T-HYNET will be Europe's largest green hydrogen plant when commissioned, capable of producing 2.7 metric tons per hour while offsetting 200,000 of CO2 emissions per year. The project has benefitted from 104 million euro (US$US120.8 million) in funding from the Spanish government and EC sources. Industrial Info is tracking four projects associated with T-HYNET.
