The plant, owned by Tucson Electric Power Company, a subsidiary of UniSource Energy Corporation (NYSE:UNS) (Tucson, Arizona), began construction in February 2007. Construction is expected to peak in August 2008 with testing starting in November and mechanical completion following in May 2009. Commercial operation is expected to begin in December 2009.
