The escalation of Taal Volcano's activity caught the Philippines by surprise on Monday. The Philippine Institute of Volcanology and Seismology (PHIVOLCS) raised the alert level to four, indicating that an explosive eruption could happen in coming hours or days. PHIVOLCS was seeking a total evacuation of everyone within a 10.5-mile radius of the volcano.
