Sempra Energy (NYSE:SRE) (San Diego, California) is constructing trains 1 and 2 of its Port Arthur LNG Plant in Jefferson County. Located on 2,900 acres at Sempra's LNG export terminal, each LNG train will produce 6.5 million metric tons per year for export. Completion of both trains is planned for mid-2027.
However, the U.S. Court of Appeals for the Fifth Circuit has removed a Texas emissions permit for Sempra's LNG export terminal, Reuters reported Wednesday. The court found that the Texas Commission on Environmental Quality (TCEQ) failed to impose the same emissions limits on the Port Arthur plant as on other projects, Reuters said. The court action sends the Port Arthur LNG permit application back to the TCEQ for new evaluation.

Sempra isn't the only one putting up LNG projects in the Golden Triangle. Golden Pass LNG Products LLC, a joint venture between QatarEnergy (Doha, Qatar) and Exxon Mobil Corporation (NYSE:XOM) (Spring, Texas) is at work on three LNG trains in Sabine Pass, totaling 18 million tons per year in capacity. The most substantial Chemical Processing Industry project under construction in the region is the Beaumont Blue Ammonia Unit Addition (Project Deep Blue) in Nederland from OCI NV (Netherlands). The project comprises a 1.1 million-ton-per-year blue ammonia production unit along with carbon capture units. Completion is planned for the first quarter of 2025.
