Researched by Industrial Info Resources China (Beijing, China)--The Development and Reform Commission of Shanxi Province (SDRC) recently issued preliminary approval for the third batch of five inferior, coal-fired power projects in the Shanxi province, with consent to begin pre-stage preparations, according to the SDRC announced on May 15, 2015.

These five projects are Yangquan Coal Group Company Limited's (Yangquan, Shanxi) 700-megawatt (MW) Mingtai project in Shouyang County; Lu'an Group Coal Group Company Limited's (Luan, Shanxi) 120-MW Gaohe project in Changzi County; China Huadian Jinxing Energy Development Company Limited's (Huozhou, Shanxi) 700-MW Xingxian project in Xingxian County of Lvliang City; Datang International Power Generation Company Limited's (SH.601991) (Beijing) 700-MW Zhongyang project in Luliang City; and Jincheng Anthracite Group Company Limited's (Jincheng, Shanxi) 1,200-MW Zhaozhuang coal gangue power project in Changzi County.

In June 2013, SDRC received a mandate from the National Energy Administration (NEA) to approve 19,200 MW of power generation projects in the Shanxi province that use coal waste (inferior coal with low heat value) as fuel, as part of the 12th Five-Year (2011-15) Plan. This is the first time in China that the central government has deregulated approval of a coal-fired energy project to a local government.

In June 2013, Shanxi issued the implementation scheme for the approval of low-heat value, coal-fired power projects. In just a few months, Shanxi had received more than 70 applications from different investors.

In October 2013, the government of the Shanxi province approved the first batch of five projects to kick off pre-stage preparations: Shanxi International Energy Group Company Limited's (Taiyuan, Shanxi) 700-MW expansion project at the Beizhouzhuang coal gangue power plant in Shanyin County of Shuozhou City; Jinneng Xiaoyi Coal & Electricity Company Limited's (Xiaoyi, Shanxi) 700-MW Xinyang coal-fired power plant project; Shanxi Luxin Datang Power Company Limited's (Jiexiu, Shanxi) 700-MW grassroot project in Jiexiu County; Datong Coal Mine Group Company Limited's (Datong, Shanxi) grassroot Shuonan project; and China Coal Pingshuo Coal Company Limited's (Shuozhou, Shanxi) 700-MW, grassroot Antaibao coal gangue power plant project.

In November 2013, the second batch of five projects, with a total installed capacity of 4,620 MW, received approval from the government of Shanxi. So far, Shanxi has approved 15 inferior coal-fired power projects, with a total installed capacity of 12,420 MW.
