Phillips 66 has not yet established a restart date for the 30,000-barrel-per-day (BBL/d) Fluid Catalytic Cracker Unit (FCCU) 29 at its 146,000-BBL/d refinery in Borger, Texas.

Chinese Petroleum Corporation (CPC) delayed the restart of the 150,000-BBL/d Crude Topping Unit 12 at its 350,000-BBL/d Talin (Dalin) Refinery in Taiwan due to additional final inspections. The restart now is expected December 1. Separately, the 80,000-BBL/d Residual Fluid Catalytic Cracker (RFCC) Unit, 20,000-BBL/d Gasoline HDS 3 Unit and 14,000-BBL/d alkylation unit remain on schedule to restart by December 16.
OQ8 delayed the commercial startup of the lone crude unit at its 230,000-BBL/d Duqm Refinery in Oman, which has been under trial runs since April 3 and is currently operating at around 60%. The startup is now tentatively expected by December 10 due to a delay in on-specification diesel production. OQ8 continues with the trial operations of secondary units and tentatively expects gradual commercial startups beginning December 15.
