Researched by Industrial Info Resources (Sugar Land, Texas)--With its ongoing development of the Permian Basin and Eagle Ford Shale, not to mention its leading role in the development of wind-power facilities, Texas alone accounts for almost 12% of fourth-quarter project-construction kickoffs in the U.S. Power Industry. Industrial Info is tracking $2.14 billion worth of power projects set to begin construction in Texas from October through December, almost half of which are attributed to natural gas-fueled projects, and another 40% to wind projects.

Not surprisingly, natural gas-related projects dominate Texas' Power Industry kickoffs in fourth-quarter 2015, with nearly $1.03 billion slated to begin construction. However, many of these are far from sure bets, as consistently low commodity prices and other factors have led to delays in the past. One project that has been gradually moving forward is Coronado Power Ventures' (Plano, Texas) $443.8 million construction of the Pinecrest Energy Center in Lufkin. The 650-megawatt (MW), combined-cycle facility is expected to utilize two combustion-turbine generators, each with a capacity of 183 to 231 MW, from General Electric (NYSE:GE) or Siemens AG (NYSE:SI), as well as two duct-fired heat-recovery steam generators and a 271-MW steam-turbine generator set. Although only two projects set to begin construction in Texas before the end of the year involve wind power, they account for $860 million of the spending. One of them is Brightman Energy's (Austin, Texas) $400 million, second-phase construction of the Mariah Windfarm in Bovina. The facility is designed to use 115 wind-turbine generators from Siemens, each with a capacity of 2 MW, to serve the local grid. Transmission projects play a smaller, but still influential, role with $172 million in fourth-quarter kickoffs in Texas. LS Power Group's (New York, New York) $47.2 million construction of a 24-mile transmission line is the largest. The overhead, single-circuit, 345-kilovolt line is expected to connect the state's proposed Salt Fork Windfarm to the Energy Reliability Council of Texas' (ERCOT) grid. The line will run from an existing substation in Lefors to the Salt Fork substation in Donley County. Burns & McDonnell (Fort Worth, Texas) is serving as a consultant. Solar projects do not have the center-stage presence shared by natural gas and wind, but they still have a decent showing among the 10 highest-valued kickoffs in the fourth quarter. Sharp Electronics Corporation (Osaka, Japan) is gearing up to begin construction on its $30 million Re Roserock PV Solar Generating Plant in Fort Stockton. The company, which has signed a 20-year power purchase agreement with Austin Energy (Austin), plans to build a solar facility that will utilize 175,000 mono or polycrystalline photovoltaic panels (PV). Of the $2.14 billion in total investment value for Power Industry projects set to kick off in Texas in the fourth quarter, about $1.99 billion is attached to projects currently in the engineering stages. About $72 million worth are in the planning stages, where plenty of factors still could increase, decrease or totally eliminate the expected spending, while about $84 million worth already are in the early construction stages.
