Researched by Industrial Info Resources (Sugar Land, Texas)--TransCanada Corporation (NYSE:TRP) (Calgary, Alberta) reported that it has received adequate shipping commitments on its controversial Keystone XL pipeline, which will carry crude oil from Alberta's oil sands to the U.S. Gulf Coast via Cushing, Oklahoma. However, the pipeline will probably face continued legal challenges.

TransCanada announced it had received approximately 500,000 barrels per day (BBL/d) of firm, 20-year shipping commitments on the pipeline, "positioning the proposed project to proceed." The pipeline would run from Hardisty, Alberta, through Saskatchewan, where it would cross the border into North Dakota and proceed through South Dakota and into Nebraska, where it would intersect with other pipelines that could bring that crude to refineries in Patoka, Illinois, or the U.S. Gulf Coast.

In November, a final hurdle was cleared for the pipeline when the Nebraska Public Service Commission gave the pipeline the go-ahead to be constructed in the state. However, the commission agreed not to TransCanada's proposed route, but to an alternative route to better protect the state's environment. While TransCanada seems ready to proceed with the project, the alternative route proposed in Nebraska is likely to face new legal challenges, as it has not faced the scrutiny of TransCanada's originally proposed route. TransCanada Chief Executive Officer Russ Girling said, "Over the past 12 months, the Keystone XL project has achieved several milestones that move us significantly closer to constructing this critical energy infrastructure for North America." Girling went on the thank President Donald Trump and Nebraska Governor Pete Ricketts, among others. The pipeline was originally denied permission for construction in the U.S. by the Obama administration, but in March last year, President Trump signed a presidential permit allowing for the pipeline to be built. TransCanada is no stranger to having to abandon large projects. Last year, the company decided not to construct its $13 billion Energy East and $1.65 billion Eastern Mainline pipeline projects in Canada, which would have delivered oil and natural gas from Western Canada to the eastern part of the country. The move came as Canada's main energy regulator, the National Energy Board, said it would toughen its review process to include consideration of upstream and downstream greenhouse gas emissions resulting from the pipelines.

Industrial Info is tracking more than $15 billion in active TransCanada projects, including the Keystone XL pipeline. Among these is the Tuxpan-Tula refined products pipeline in Mexico. The pipeline would transport products approximately 165 miles from a proposed terminal in Tuxpan to Tula in the Mexican state of Hidalgo. Also in Hidalgo, TransCanada is underway with construction of a pipeline that will carry natural gas from Tula to Villa de Reyes in San Luis Potosi. The pipeline will transport up to 886 million cubic feet per day. Construction on the $336.8 billion project began in late 2016 and is expected to be completed in the first half of this year. In the U.S., TransCanada is underway with plans to construct a $410 million natural gas pipeline from Madras to Molalla in Oregon. The Trail West Pipeline would include 106 miles of 30-inch-diameter pipe and transport up to 750 million cubic feet per day. While pipelines are TransCanada's main focus, the company also has a few holdings in the Power Industry. Among the company's Power projects is the Napanee Generating Center in Napanee, Ontario. Construction on the grassroot plant began in early 2015 and is expected to be completed later this year. The $1.2 billion facility will have a generating capacity of 900 megawatts.
