Summary
Samsung and IBM are among the tech companies preparing to begin work on more than $55 billion worth of projects in the domestic semiconductor and computer sector in the fourth quarter, with data centers and AI spurring much of the demand.Texas State of Mind
Some of the biggest names in global and U.S.-based tech are slated to begin work on major construction projects in the fourth quarter, with the buildout of data centers, artificial intelligence (AI) infrastructure and other headline-making trends driving a need for crucial components. Industrial Info Resources is tracking more than $55 billion worth of projects in the U.S. semiconductor and computer sector that are set to begin construction in the fourth quarter, more than half of which is attributed to proposed expansions at existing plants.According to Industrial Info Resources data, projects based in Texas account for about $50 billion of the more than $55 billion of investment in the sector that is set to kick off in the fourth quarter. This includes one of the largest semiconductor chip-manufacturing projects in the nation: Samsung Group's expansion of its complex in Taylor, Texas, which will add a second fabrication plant.
As a key part of Samsung's $55 billion overall investment in Central Texas, the project received a $250 million grant from the 2023 Texas Semiconductor Innovation Fund. The company expects the new plant to begin mass production in 2030, upping its output of memory chips used in everything from mobile devices to artificial intelligence (AI) applications.
Industrial Info Resources offers more information on the Samsung expansion in its Global Market Intelligence (GMI) Industrial Manufacturing Plant and Project databases, where readers can find details--including construction schedules, investment values and necessary equipment--in a plant profile and a detailed project report.
Semiconductor-related construction projects are flourishing across the U.S., with several milestones this year. For more information, see Industrial Info Resources' July 31, 2026, article - U.S. Semiconductor Projects Progress in New York, Texas & Elsewhere.
By the Numbers
- More than $55 billion: Total value of U.S. semiconductor and computer projects that are set to kick off in the fourth quarter
- About $50 billion: Total investment attributed to semiconductor and computer projects based in Texas
- $55 billion: Samsung's overall investment in Central Texas
Strong Demand from Hardware Market
IBM Corporation, one of the most recognizable names in American tech, is among those spurring demand for semiconductor chips through its ongoing development of advanced quantum computers. These machines, which require specialized chips and nanofabrication material, increasingly are used to solve complex problems in pharmaceutical development, battery-storage system manufacturing and other growing markets.IBM's expansion of its mainframe systems plant in Poughkeepsie, New York, is intended to increase production of the company's Quantum Starling product, a "fault-tolerant" quantum-computing system that, according to IBM, detects and corrects errors in long, complex calculations faster than they can pile up. Last week, subsidiary Anderon announced a $1 billion CHIPS and Science Act award from the U.S. Department of Commerce to develop the technology.
Readers can learn more about the Poughkeepsie expansion from a detailed plant profile and a detailed project report.
Other hardware companies are overhauling their existing facilities to keep up with constantly shifting demand. The U.S. subsidiary of Taiwanese company Lite-On Group is preparing to renovate its electrical-component plant in McKinney, Texas, to better manufacture rack-level power systems, battery backup units and other equipment commonly found in data centers and AI servers. And the U.S. subsidiary of Singaporean Bitdeer Technologies Group is preparing to renovate its computer-component plant in Sparks, Nevada, to better serve the bitcoin industry.
Readers can learn more from detailed reports on the McKinney and Sparks projects.
The Industrial Info Resources GMI Project and Plant databases offer a full list of detailed reports for projects mentioned in this article, and a full list of related plant profiles.
Industrial Info Resources also offers a full list of reports for projects in the U.S. semiconductor and computer sector that are set to begin construction in the fourth quarter.
