On August 14, 2002 , the New York State Board on Electric Generating Siting and the Environment (Siting Board) approved a permit to construct the Brookhaven Energy Project, which will be operated by Brookhaven Energy Limited Partnership (Marlborough, Massachusetts), an affiliate of American National Power Incorporated (ANP), a subsidiary of International Power PLC (NYSE: IPR) (London, England). The Brookhaven Energy Project is located at the southeast corner of the Long Island Expressway, in the town of Brookhaven, New York. The 28-acres site has been chosen because it is in an industrially zoned area, with a natural gas pipeline running along the immediate north of the site. Water and sewer facilities are nearby, and the site is remote from residential development.

The Project is a natural gas-fired combined-cycle facility consisting of two 290 megawatt (MW) Alstom GT-24 combustion turbines (CTG's), two heat recovery steam generators (HRSG's), and two steam turbine generators (STG's). The project is designed so that steam can be placed from the lines between the HRSG's and STG's into the combustion turbines for power augmentation. The air emissions from the turbine/generators will be vented through two 160 feet high exhaust stacks. The facility will use an air-cooling technology, and the wastewater, which will be minimal, will be sent to the Yaphank sewage treatment plant. The Brookhaven Energy Project will be designed to meet the federal Clean Air Act's "Lowest Emission Rate". The facility decided not to use oil as a backup fuel, removing any risks associated with moving and storing large quantities of oil on the site, resulting in a more environmentally friendly facility.

Brookhaven Energy Limited Partnership will finance the facility on its own. It will take a few months to complete all financial transactions. The company is in the process of selecting an engineering, procurement, and construction firm (EPC) and expects to decide by December 30, 2002. Construction is expected to begin in March 2003, and will take approximately two years to complete.
