A good majority of the $10.5 billion is being planned for a number of large capital outlays, including new light rail projects and grassroot power plants. One of the projects, where construction has already begun this year, is the new Cardinal Glass plant in Lewis County, Washington. The top three counties in the state for planned industrial spending are King County with $2.4 billion, Benton County with $1.4 billion, and Whatcom County with $1.3 billion.
Cardinal Glass Industries Incorporated, headquartered in Eden Prairie, Minnesota broke ground on May 12, 2005, for construction of a 650 ton per day float glass manufacturing plant in Winlock, Washington.
