China has been increasing its grassroot steel investments in Southeast Asia over the past two years, focusing on large-scale, integrated iron and steel mills in Indonesia, Malaysia and the Philippines.

Tsingshan Stainless Steel is operating a 3.5 million-ton-per-year steel complex, while Hebei Iron and Steel (HBIS) Group is in talks with the Philippine government to build an 8 million-ton-per-year steel plant in the Philippines' southern region of Mindanao. China's state-owned Guangxi Beibu Gulf Port International Group and Guangxi Shenglong Metallurgical Company recently commenced operations at the 3.5 million-ton-per-year steel mill in Malaysia, in a joint venture with Alliance Steel (M) Sdn Bhd.
