China's Shenyang City to Invest $500 Million Addressing Air Pollution

It unveiled a $500 million emission reduction project in this heavy industrial city from now until 2010. Shenhai Thermal Power Plant emitted 16,600 tons of smoke and dust, and 19,200 tons of sulfur dioxide last year. Shenyang, the capital city of China's Northeastern Liaoning province, has suffered severe air pollution for decades from heavy industrial plants, including nine coal-fired power plants, which emitted 24,600 tons of smoke and dust and 28,000 tons sulfur dioxide in 2005. This accounts for 26.7% and 22.6% of the city's then total amount of pollution.

The aim of Shenhai’s pollution reduction project is to reduce smoke and dust to 800 tons a year and sulfur dioxide to 4,100 tons.

Shenhai's desulfurization project is expected to reduce 15,800 tons of smoke and dust and 15,100 tons of sulfur dioxide every year, accounting for 49% and 33% respectively of the city's aimed amount prescribed in the eleventh five year plan. Shenhai plans to renovate its No.2 generating unit this year, leaving the No.1 generating unit to 2008.

The other eight local coal-fired power plants are: Shenyang Thermal Power Plant, Shenyang Huanggu Thermal Power Company Limited; Shenyang Antibiotics of Tonglian Group; Jinshan Thermal Power Plant under Shenyang Jinshan Energy Company Limited; Sheyang Xinbei Thermal Power Company Limited; Shenyang Economical Technological Development Zone Thermal Power Company Limited; Shenyang Parrafin Wax Company Limited; and Shenyang Nonferrous Metal Plant. The nine plants’ 25 thermal generating units have an installed capacity of 743,000 kW.

Shenyang's coal-fired generating units have low efficiency, highly pollution and are obsolete. Most are located in downtown Shenyang.
