Researched by Industrial Info Resources China (Beijing, China)--The Environment Impact Assessment (EIA) Report of Datang International Power Generation Company Limited (Beijing) (SH.601991)'s Leizhou Power Plant 2x1000-megawatt (MW) Grassroot Project received approval from the Ministry of Environment Protection (MEP) recently, the MEP announced on April 4.

The proposed Leizhou Power Plant will be located in Wushi Town of Leizhou City in South China's Guangdong Province. The project will be furnished with two 3,093 T/h ultra-supercritical, single reheat pulverized coal-fired boilers to drive two ultra-supercritical single-shaft single reheat condensing steam turbines, together with two water-hydrogen-hydrogen cooling 1,000-MW turbine generators, plus one 100,000 tonnage level coal unloading berth, one 3,000 tonnage level berth for the handling of heavy pieces, one enclosed coal storage and associated sewage processing, water supply and draining, and ash disposal facilities.

For air pollution control, the project includes a limestone-plaster wet flue gas desulfurization (FGD) system without bypass, with a design desulfurization rate at 95.5% or higher, high efficiency electrostatic precipitators (ESP) with a comprehensive dust removal rate at 99.875% or higher, low nitrogen oxide burners and selective catalyst reduction (SCR) devices for nitrogen oxide control with an NOx removal rate at 85% or higher. A 240-meter high dual-canister chimney will be shared by both units.

The project received preliminary approval from the National Development and Reform Commission (NDRC), with consent to kick off pre-stage preparation, in 2012. On November 23, 2012, the turbine, generator and boiler (TGB) equipment contracts for Phase I were awarded to the three specialty subsidiaries of Harbin Electric Corporation (Harbin, Heilongjiang). Guangdong Electric Power Design Institute (GEPDI) (Guangzhou, Guangdong), a subsidiary of China Energy Engineering Corporation (CEEC) (Beijing), is responsible for the engineering of the project.

Construction of the access road for the project was kicked off on June 13, 2013. So far, pre-stage works, such as land acquisition and sea reclamation, has been fully kicked off. According to the schedule, both units of the project will be put into operation in 2015. As a project to be built in the mode of "replacing small units with larger one,, the project will replace 1,295 MW of generation by small coal-fired units in Guangdong province upon completion.
