Researched by Industrial Info Resources (Sugar Land, Texas)--The environmental impact assessment (EIA) report for Linfen Thermal Power Company Limited's (Linfen, Shanxi) Linfen Cogen Power Plant Phase II expansion project was approved by the Ministry of Environmental Protection (MEP) recently, according to an announcement made by the MEP on March 23.
Linfen Cogen Power Plant, which is in Jindian Town in Linfen City, is a subsidiary of Zhangze Electric Power Company Limited (SZ:000767) (Zhangze, Shanxi), a listed regional subsidiary of China Power Investment Corporation (Beijing) in the Shanxi province, with joint investments from Shanxi Haizi Coking Company Limited (Linfen, Shanxi) (45%) and Beijng Guohong Hua'an Energy Investment Company Limited (Beijing) (5%). The plant has a total planned capacity of two 300-megawatt (MW) combined heat and power units, which are to be built in two phases.
In 2007, the engineering, procurement and construction general contract was awarded to Shanxi Electric Power Design Institute (Taiyuan, Shanxi). Construction of Phase I kicked off on December 18, 2007. The first unit was put into operation on December 31, 2010.
The Phase II expansion is at a reserved space in the Linfen plant. According to the approval, the project will be built with a 300-MW, direct air-cooled, subcritical, pump-condensing, coal-fired cogeneration unit, together with a 1,065-ton-per-hour subcritical boiler. The unit will be adopted with an ammonia-based, flue-gas desulfurization process with an efficiency rating of 93%. The unit also will be furnished with an electrical bag-assembled dust remover, with a comprehensive dust-removing efficiency rating of 99.95%, and low-NOx combustion and selective catalytic reduction for NOx removing.
Phase II will share the same 210-meter-high, single-tube chimney that was built in Phase I. Boiler slag and ammonia-sulfate byproduct from flue-gas desulfurization will be taken into comprehensive utilization, or be transferred to the ash storage built in Phase I in case of defects in the comprehensive utilization facilities. Total investment in the project will be about $190 million, including about $22 million for environmental protection, accounting for 11.97% of the total.
