Researched by Industrial Info Resources Australia (Perth, Australia)--The Alpha coal project in Queensland is likely to face further delays due to court proceedings initiated by environmental groups that want the mining approval, granted in August of last year, revoked. The project, designed and developed by a joint venture between India's GVK Power and Infrastructure Limited and Hancock Coal Limited, is considered to be one of the largest coal-mining projects in Australia.
The $6.4 billion project is located in the Galilee Basin, west of Mackay and Rockhampton, and will produce an estimated 32 million metric tons of coal per year. The project is designed to mine six different open pits, with ore transported to a central coal-processing facility that will contain four coal modules. It also involves the construction of 495 kilometres of rail line to connect the mine to the Abbot Point Coal Terminal for the coal transportation.
The rail was being developed by Aurizon Holdings Limited (ASX:AZJ), while Thiess Limited oversaw the ongoing feasibility study for the mine and processing plant. Alpha Coal has the capacity to create an estimated 1,500 jobs during its construction phase and charted out an onsite accommodation facility for those employed in the construction and operation of the mine.
The project received a federal environmental approval in August 2012 by Environmental Minister Tony Burke. However, the adverse effects of the development on the Great Barrier Reef and natural bushland have remained key concerns. At present, six environmental groups, lead by Coast and Country Association (Queensland), have objected to the project, citing climate change, water and ecology. They argue that the mine will affect the downstream water supplies for surrounding land owners and release significant greenhouse gases. The environmental groups also have argued that the project will result in a considerable increase in ships passing through the Great Barrier Reef, creating further damage.
The court proceedings are expected to last another three to four weeks, and a spokesman for GVK Hancock said the company was confident it will show the court that the Alpha coal project is safe to proceed. Promoters of the project are in the process of securing funding for the development.
