Researched by Industrial Info Resources China (Beijing, China)--The environment impact assessment (EIA) report for Shenhua Guohua Shouguang Power Generation Company Limited's (Shouguang, Shandong) Shouguang Coal-fired Power Plant recently passed the examination of the Ministry of Environmental Protection (MEP). On September 3, 2013, the MEP announced that the project will require public participation prior to final approval.
The Guohua Shouguang Coal-fired Power Plant is located at the Yangkou Industrial Zone in Shouguang city, in northern China's Shandong province. The power plant is the largest investment project in Shouguang City's history, with a total planned capacity of 4,000 megawatts (MW). In Phase I, two 1,000-MW condensing steam turbine generating units and two 3,002.8-ton-per-hour pulverized, coal-fired boilers will be built.
The project will be furnished with flue gas desulfurization (FGD), dust control, nitrogen oxide control and a natural circulation sea water cooling system, with a secondary circulation cooling system. The dual-circulation FGD device, which is based on a limestone-plaster wet process, will have a desulfurization efficiency of 97.7%. The project will include a low nitrogen oxide burner with a selective catalyst reduction (SCR) process, and a denitration efficiency of 85% for nitrogen oxide emission control of flue gas. An electrostatic dust remover with an efficiency of 99.97% will be included. About 75% of mercury can be removed through the combination of the dust remover, desulfurization and denitration devices.
Both units will share a 240-meter-high chimney furnished with continuous emission monitoring system (CEMS). The project will be furnished with additional auxiliary and common facilities, such as a water supply and draining system, two enclosed coal storages, and one ash disposal field to be built at the tidal flats. The total investment will be approximately $1.35 billion, with $180 million (13% of the total investment) to be used for environmental protection facilities.
In August 2012, the project received approval from the National Energy Administration to kick-off pre-stage preparation. The project's vision is to replace small units with larger ones; 54 smaller, coal-fired units with a total capacity of 519.5 MW were shut down by 2012 to prepare for the project.
The major equipment for the project, including the turbine, generator and boiler, has been awarded to Shanghai Electric Corporation (Shanghai). Both of the units are set to be commissioned in 2015.
