Harbin Electric Wins BTG Supply Contract for China Power Investment's Changchun Southeast Cogeneration Project

Researched by Industrial Info Resources China (Beijing, China)--Harbin Power Equipment Company Limited (Harbin, Heilongjiang) (HKG:1133), the listed flagship of Harbin Electric Corporation (Harbin), signed the main equipment supply contract with Jilin Power Share Company Limited (Changchun, Jilin) (HKG:0875) for the Changchun Southeast 700-megawatt (MW) cogeneration project in Harbin, the capital city of northeast China's Heilongjiang province, on August 25. Xinjian Tao, the general manager of Jilin Power; Haiquan Zhang, the deputy general manager of Harbin Electric Company; and other leaders and representatives attended the signing ceremony.

According to the contract, Harbin Electric will supply the boiler, turbine and generator (BTG) package for the project. The signing of the contract will further consolidate Harbin Electric's leading position in the power market in the northeast region.

Changchun Southeast Cogeneration Plant, located about 22 kilometers northwest of downtown Changchun, has a total planned capacity of 1,980 MW. Of this, two 350-MW combined heat and power units with flue-gas desulfurization and denitration devices will be built in Phase I to supply heat for a total area of 12 million square meters in the Jingyue, Kainan, Nanguan districts, as well as the Shuangyang Printing Industry Park in Changchun City, the capital city of northeastern China's Jilin province.

Early in 2008, Jilin Energy and Transportation Corporation (JETC) (Changchun, Jilin), a wholly owned subsidiary of China Power Investment Corporation (Beijing) and the largest shareholder of Jilin Power, signed the development agreement with the municipal government of Changchun City for the project. In responding to the nation's policy on energy conservation and emissions reduction, the JETC has shut down 250 MW of small coal-fired units. In January 2009, the feasibility study report for the project passed the examination of the expert panel. The project is currently under site preparation, but is still subject to the final approval of the National Development and Reform Commission.

According to the schedule, the first unit of the project will begin operations in the first half of 2013, and the whole project will be completed in 2013.
