HBED Wins Survey and Engineering Bid for Shenhua Guohua's Lingwu Power Plant Expansion

Researched by Industrial Info Resources China (Beijing, China)--Power Construction Corporation of China (Power China) (Beijing) announced on October 9, 2013, that its subsidiary, Hebei Electric Power Design Institute (HBED) (Shijiazhuang, Hebei), won the survey and engineering bid for Ningxia Guohua Ningdong Power Company Limited's (Yinchuan, Ningxia) 1,320-megawatt (MW) expansion project at the Lingwu Power Plant. The bidding was organized by Shenhua International Engineering Company Limited (Beijing).

The Guohua Ningdong Power Plant, located in Majiatan Town of Lingwu City, under the jurisdiction of Yichuan City in the Ningxia Hui autonomous region, is invested by Shenhua Guohua Energy Investment Company Limited (Beijing), a subsidiary of Shenhua Group Corporation Limited (Beijing).

The power plant currently has two 330-MW, coal-fired subcritical units in operation. The current expansion project plans to have two 660-MW, coal-fired, ultra-supercritical air-cooling generating units and limestone-plaster wet flue gas desulfurization (FGD) and selective catalyst reduction (SCR) facilities to be built as the main works. Space will be reserved for two additional 660-MW units in the future.

Shenhua International Engineering, the tender agent and a subsidiary of Shenhua Group, issued the invitation for bids on survey and engineering service for the project in June of this year. After a comprehensive evaluation and recommendation process by the bid-appraising commission, HBED was selected as the winner. This will be the second cooperation between HBED and Shenhua Guohua Energy, following their cooperation on the Shenhua Guohua Dingzhou Power Plant.

According to the schedule, the project will kick off foundation excavation by the end of this year. The date for the placing of the first bucket of concrete is set for March 2014. The first unit (Unit 3) is expected to begin operations in October 2015, and both units will be operational by the end of 2015.
