Kansas City Power & Light Company (KCP&L), a subsidiary of Great Plains Energy (NYSE:GXP) (Kansas City, Missouri), has taken another step towards building a large coal-fired unit adjacent to the 726-megawatt (MW) coal-fired Iatan Power Station Unit 1 in Weston, Platte County, Missouri. This project has been considered for development in several ways by Great Plains Energy and is referred to as Weston Bend I or Iatan II. Originally, KCP&L proposed the project as an addition to the existing plant. When electric utility deregulation arrived, the project was handed off to a deregulated arm of Great Plans Energy, Great Plains Power. Great Plains then moved it back to the regulated KCP&L, since, due to financial constraints, it was not economical to build as a merchant power plant.
The coal-fired unit addition will mean about a 1,000 temporary jobs during the four- year construction period and 50-100 permanent jobs, once the unit is completed. KCP&L will take 500 MW of the 800-900 MW unit and have partners for the balance of the output. Interested parties include: Aquila Incorporated (NYSE:ILA) (Kansas City Missouri), Empire District Electric Company (NYSE:EDE) (Joplin, Missouri), and Independence Power & Light Department (Independence, Missouri).
The unit design calls for installation of one pulverized opposed-wall, dry-bottom boiler combusting low sulfur Wyoming subbituminous coal and oil (rated 8,100 mmBtu/hr) to supply steam to an 800-900 MW steam turbine/generator. The boiler will have NOx (nitrogen oxides) controls (Selective Catalytic Reduction (SCR), Low NOx Burners); Hg (mercury) controls; SO2 (sulfur dioxide) controls (FGD (Flue Gas Desulphurization) Scrubber), particulate (PM10) controls: baghouses and/or electrostatic precipitators (ESP) plus controls for carbon oxides (CO) and volatile organic chemicals.
