Researched by Industrial Info Resources (Sugar Land, Texas)--Derived from the Atakapan word for "crying eagle," Louisiana's Calcasieu Parish soars above the rest of the state's parishes in projects that are starting construction or being completed in the second half of this year. Industrial Info is tracking 28 projects totaling $11.3 billion that are either finishing up or commencing in the parish, with Chemical Processing dominating that spending with $5.9 billion. Combined with the $5.2 billion in Oil & Gas Production projects kicking off construction or concluding, both industries absorb more than 95% of the parish's spending during the remainder of the year.

Kick-offs
This October, Lake Charles LNG Export LLC, a subsidiary of Energy Transfer Partners LP (NYSE:ETP) (Dallas, Texas), is expected to begin construction on a $3 billion grassroot liquefied natural gas (LNG) liquefaction and export plant in Lake Charles. However, the project is awaiting final capital approval. The Federal Energy Regulatory Commission (FERC) has cleared the project.

On the 240-acre site with the LNG-receiving terminal, the company is set to build a liquefaction facility, with one train producing 5.5 million tons per year of LNG, with a total inlet capacity of 2.6 billion cubic feet of natural gas per year. The production train will incorporate four turbines, each with a capacity of 40 megawatts (MW). The project manager, BG LNG Services Incorporated (Houston, Texas), has signed a 20-year tolling agreement for the offtake. Lake Charles Methanol is planning a grassroot petroleum coke-to-methanol plant, with carbon capture, in Westlake. The company will install a gasification system to process petroleum coke into 1 million metric tons per year (T/yr) of methanol, 400,000 T/yr of sulfuric acid and 60 million standard cubic feet per day of hydrogen, argon and carbon dioxide. The plant will have a carbon capture system infrastructure for the deposit and storage of unused carbon dioxide. Fluor Corporation (NYSE:FLR) (Irving, Texas) will provide the engineering, procurement and construction (EPC) work. Construction will kick off this November, with completion expected by late January 2020. Lake Charles Methanol also is continuing an owner review for a 240-MW petroleum coke-fired cogeneration unit addition at its Westlake Methanol plant, as the company anticipates final project approvals by this August. Live Oak LNG LLC (Houston, Texas), a subsidiary of Parallax Energy (Houston, Texas), is expected to begin construction in December on a $2 billion LNG liquefaction and export plant in Lake Charles. At its 350-acre site on the west bank of the Calcasieu Ship Channel, the company will construct a 5 million-metric-ton-per-year LNG export terminal. It will include two storage tanks, each able to hold 130,000 cubic meters, to accommodate standard-sized LNG carriers. Bechtel Group Incorporated (San Francisco, California) will provide the front-end engineering design. Completion is expected by mid-December 2020. PPG Industries Incorporation (NYSE:PPG) (Pittsburgh, Pennsylvania) is expected to start construction in November of its silica plant expansion in Westlake. Upon completion of a debottleneck, the company will add a dryer train to accommodate the new product lines and area utilities. Completion is expected by late August 2018. Project Completions
Juniper GTL, a joint venture between SGC Energia (Pasadena, Texas) and Great Northern Project Development (Houston, Texas), is constructing a $100 million brownfield gas-to-liquids plant. Juniper is installing equipment to produce 1,100 barrels per day of clean waxes, drilling fluids, diesel and naphtha. Richard Industrial Group (Beaumont, Texas) is providing the EPC work. Indorama Ventures Oxides & Glycols Limited Liability Company, a subsidiary of Indorama Corporation (Singapore), is expected to complete a project to restart its ethylene plant at the Lake Charles Olefins plant in Sulphur, Louisiana, in September. The facility will produce 850 million pounds per year of ethylene and 6 million pounds per year of propylene. Performance Contractors (Sulphur, Louisiana) is serving as the general contractor.
