Researched by Industrial Info Resources Australia (Sugar Land, Texas)--Malaysia's Petroliam Nasional Berhad (Petronas) (Kuala Lumpur) is developing a world-scale, RM (Malaysian Ringgit) 60 billion (US$19 billion) refinery and petrochemicals complex, located in Johor Baharu. Known as Refinery and Petrochemical Integrated Development (RAPID), the project includes raw water supply, a power cogeneration plant, a liquefied natural gas (LNG) regasification terminal, as well as a waste management system and storage.

RAPID is anticipated to be one of the major contributors to Malaysia's economy, and would shift the country's dependence from the agriculture sector to the Oil & Gas Industry in the next five years.

Including associated facilities with other joint-ventures, potential capital expenditures for the development could reach US$27 billion.

As the RAPID project rolls out, major contracts have been awarded for engineering, procurement, construction and commissioning (EPCC) for refinery and steam cracker facilities. A consortium of Toyo Engineering Corporation (6330:JP) (Tokyo, Japan) and Toyo Engineering & Construction Sdn Bhd (Kuala Lumpur, Malaysia) won the steam cracker and derivatives unit contract. CTCI Corporation (Taipei, Taiwan), Chiyoda Corporation (Tokyo, Japan), Synerlitz (Malaysia), Sdn Bhd (Selangor, Malaysia), and MIE Industrial Sdn Bhd (Selangor) was contracted for the residue fluid catalytic cracking unit, liquefied petroleum gas treating unit, propylene recovery unit and caustic neutralization unit.

Sinopec Group (Beijing, China) and Sinopec Engineering (M) Sdn Bhd (Kuala Lumpur, Malaysia) have the contract for the crude oil distillation unit, atmospheric residue desulfurization unit, and hydrogen collection and distribution unit. Tecnicas Reunidas S.A. (Madrid, Spain) and Tecnicas Reunidas Sdn Bhd have the contract for the kerosene hydrotreating unit, diesel hydrotreating unit, naphtha hydrotreating unit, cracked naphtha hydrotreating unit and continuous catalytic reformer unit. Petrofac International (PFC.L) (Saint Helier, Jersey) and Petrofac E&C Sdn Bhd (Kuala Lumpur, Malaysia) are in charge of the amine recovery unit, sulfur recovery unit, sour water stripping unit, liquid sulfur storage and solidification unit.

A consortium of Siemens AG (NYSE:SI) (Munich, Germany), Siemens Malaysia Sdn Bhd (Selangor, Malaysia) and MMC Engineering Services Sdn Bhd (Kuala Lumpur, Malaysia) is the EPCC contractor for the cogeneration plant. Asia Baru Construction (Selangor, Malaysia) and Putra Perdana Construction Sdn Bhd (Putrajaya, Malaysia) have the procurement, construction and commissioning (PCC) contract for the raw water supply facility. KNM Group (KNMG:MK) (Selangor, Malaysia) secured a process system contract and will be a subcontractor for Sinopec.
