Mexico's Federal Electric Commission Prepares Bid Documents for Combined-Cycle Power Plant

Researched by Industrial Info Resources (Sugar Land, Texas)--Mexican state-owned utility Comision Federal de Electricidad (CFE) (Mexico City) will begin an international public tender process during the first quarter of 2011, accepting bid documents for a turnkey contract for the construction of a combined-cycle power plant. The facility, known as CCC Centro, will have an installed capacity of 650 megawatts (MW) and will be located in the central state of Morelos.

The scope of the bidding includes the design, construction and commissioning of a power plant with two or three natural gas-fired combustion turbines with heat-recovery steam generators attached in combined cycle mode with a steam turbine. The contractors will decide the number of turbines and their individual capacities, as long as the plant has a net capacity of 622.49 MW. The bidding will also include the construction of a 400-kilovolt electrical substation and the maintenance services on the combustion turbines through their second major maintenance.

Although the project schedule has not yet been established, construction is expected to start by the end of 2011, and the plant should be operational by April 2013. This project will be constructed under the Financed Investment Project scheme.

At the same time, CFE is currently in the process of selecting a site for two 300-MW windfarms, Sureste I and Sureste II, which will be constructed on the Tehuantepec Isthmus. CFE expects to finish the site selection by March of this year and release the bidding documents to the build, own and operate contractors by the second half of the year. These projects will be developed under Mexico's External Energy Producer scheme.
