NTPC Scouts for Ash-Handling Contractors for Muzaffarpur Expansion Project

Researched by Industrial Info Resources (Sugar Land, Texas)--India's state-run power major NTPC Limited (BSE: 532555) (New Delhi) is scouting for a contractor to construct on a turnkey basis two ash-handling plants at Kanti Bijlee Utpadan Nigam Limited's (KBUNL) 390-megawatt (MW) Muzaffarpur thermal power expansion project, in the Muzaffarpur district of Bihar. NTPC, on behalf of its subsidiary KBUNL, has floated a global tender for this purpose. KBUNL is a 51:49 joint venture floated by NTPC with Bihar State Electricity Board (BSEB) (Patna, Bihar).

According to NTPC sources, the scope for the contract will include the design, engineering, supply, transport, construction, erection, testing and commissioning, including all civil, structural and architectural works, required for the commissioning of the two ash-handling units. The agreement will also entail acquiring all third-party clearances, such as customs and port clearances. The contractor will also be responsible for performance-guarantee testing and handover of the plants and the associated electrostatic precipitators (ESPs). KBUNL intends to finance the package through external commercial borrowings and from its own resources.

NTPC has stipulated that to qualify for this package, a bidder should have designed, supplied, erected and commissioned at least two bottom ash-handling systems, comprising either a jet pump system with a capacity of 40 tonnes per hour or a 20-tonne-per-hour submerged scraper chain conveyor system, designed for pulverized coal-fired boilers, as well as a pneumatic fly ash-handling system for conveying fly ash from ESPs of a coal-fired boiler unit by either a 30-ton-per-hour pressure conveying or vacuum conveying system. The plants must have operated successfully for a minimum of two years.

In terms of financial standards, the average annual turnover of the bidder in the preceding three financial years should not be less than $4.38 million, with a net worth of more than 25% of its paid-up share capital. The bid documents for the contract will be available for sale until February 28, 2011, at a non-refundable fee of $500. The last date of bid submissions for this package is March 28, 2011.

Muzaffarpur thermal power station was set up in 1985 and has an installed generation capacity of 220 MW. The current expansion involves installation of two 195-MW pulverized coal-fired units adjacent to the existing plant. State-run equipment maker Bharat Heavy Electricals Limited (BSE:500103) (BHEL) (New Delhi) has awarded the contract for the execution of the main plant package of the 390-MW power plant, which is slated to be operational in early 2013.

The coal requirement for the upcoming units has been estimated to be about 2.2 million tonnes per annum, which will be sourced from the collieries of South Eastern Coalfields Limited (SECL) (Bilaspur, Chhattisgarh), while the water requirement of 30 cubic feet per second for the new units will be met from the Burhi Ghandak river.
