Researched by Industrial Info Resources China (Beijing, China)--Northeast Electric Power Survey & Design Institute (NWEPDI) (Xian, Shaanxi), a regional subsidiary of China Power Engineering Consultancy Corporation (CPECC) (Beijing), signed the survey and engineering contract for Huaneng Shaanxi Power Generation Company Limited's (Xian, Shaanxi) 2,000-megawatt (MW) expansion at the Tongchuan coal-fired power plant on October 10, 2013, the CPECC announced on October 14.
The plant is located in Potou Town, Yaozhou District of Tongchuan City, in northwestern China's Shaanxi province. The power plant currently has two 600-MW, coal-fired units that were commissioned in 2007. The Phase II expansion project is jointly invested by Huaneng Power International Incorporation Limited (HPI) (Beijing) (600011.SH) (50%), the listed flagship of China Huaneng Group (Beijing), and Shaanxi Coal and Chemical Industry Group Company Limited (Xian, Shaanxi) (50%).
The project received preliminary approval from the National Energy Administration to kick off pre-stage preparation in November 2012. The project will include two ultra-supercritical, coal-fired units with indirect air-cooling in a "3-in-1" format. The cooling tower, chimney and desulfurization scrubber will be arranged in one tower.
NWEPDI completed the consultancy for the project in the pre-stage preparation, and won the survey and engineering bid during competitive bidding carried out in April this year. Through the close cooperation with Huaneng Shaanxi in past years, NWEPDI has become an important partner of Huaneng Shaanxi in promoting power development in the Shaanxi province.
So far, the major turbine, generator and boiler equipment for the project have been awarded. According to the schedule, construction of the project is expected to kick off at the end of this year, and both units are expected to begin operations in the first half of 2016. Upon completion, the project will be a demonstrative project for gigawatt-level, coal-fired, air-cooling units in China.
