Researched by Industrial Info Resources China (Beijing, China)--Shandong Electric Power Construction No. 1 Company (SEPCO1) (Jinan, Shandong) has started construction on Xinjiang Xinyou Energy Investment Company Limited's (Changji, Xinjiang) 1,320-megawatt (MW), grassroot Qitai Power Plant, it was announced on May 7. Builders have poured the first concrete for the main powerhouse, said SEPCO1's parent company, Power Construction Corporation of China (PowerChina) (Beijing).

The Xinjiang Xinyou Qitai Power Plant is north of the Hongshaquan No.1 Open Pit Coal Mine in the Xiheishan Mining Zone, in Qitai County of northwest China's Xinjiang Uygur autonomous region. Shanxi Xinyou Group Company Limited (Taiyuan, Shanxi) is the investor for the project. The power plant will have four units, with a total capacity of 2.64 gigawatts. Two 660-MW, indirect, air-cooling, coal-fired steam turbine generating units, together with flue gas desulfurization, NOx controls and high-efficiency electrostatic dust removing devices will be built in the initial stage, with an investment of $890 million.

The National Energy Administration approved pre-stage preparation in early 2013. Site preparation began on May 8, 2013. SEPCO1 signed the engineering, procurement and construction (EPC) contract for Phase I of the project on January 14, 2014. Harbin Turbine Company Limited (Harbin, Heilongjiang), Harbin Electric Machinery Company Limited (Harbin, Heilongjiang) and Harbin Boiler Company Limited (Harbin, Heilongjiang) will procure the main turbine, generator and boiler equipment.

The first unit is expected to begin operations at the end of 2015.
