Singapore's Clean, One-Stop Industrial Solutions Center Powers Up

Written by Richard Finlayson, Senior International Editor for Industrial Info Resources (Sugar Land, Texas)--The Tembusu multi-utilities complex is being developed in line with plans from the Singapore Economic Development Board (EDB) to establish the Tembusu industrial area of Jurong Island as a new petrochemical sector over the next five years. The complex will serve as a one-stop solutions center that provides a cost-effective and integrated suite of utility services to industries that are setting up in Tembusu. The developer is Tuas Power (Singapore), which is a subsidiary of Huaneng Power (NYSE:HNP) (Beijing, China).
The first phase of the $2 billion project has been completed and is operational. The power plant will be fired by low-sulfur coal, palm kernel shells, wood chips, natural gas and diesel to supply steam and electrical power to industries in the complex.
Resident companies, such as Asahi Kasei and Lanxness, will be able to save about 10% of their power bills as the fuel feed mix is 10% cheaper than a pure gas feed. Surplus power will go the national grid.
Tuas Power Chief Lim Kong Puay said that coal was selected to diversify the plant's power mix for energy security, and coal prices are less volatile than oil prices.
The total complex will comprise:
- The biomass clean coal cogeneration plant (BMCC), which houses three circulating fluidized bed boilers and has the ability to burn a range of fuel; each boiler can produce up to 450 tons of steam per hour
- A desalination plant with a designed capacity of 20 million gallons of high-grade industrial water per day for steam production and cooling
- A waste water treatment facility to handle 1,500 cubic meters of industrial waste water per hour
- A demineralized water treatment plant to provide 1,400 cubic meters of water per hour.
