Researched by Industrial Info Resources (Sugar Land, Texas)--Thursday morning brought more bad news for Texas. About 500,000 Texans remain without power amid Winter Storm Uri, and Governor Greg Abbott warned most of the state will be "below freezing" over the next day or so, adding that overall temperatures would not improve substantially until Saturday. Abbott on late Wednesday ordered natural gas producers not to export product out of state until February 21 and instead sell it to providers within Texas.

About 100 million Americans are in the path of the latest storm forecast to bring freezing rain and snow from the Plains to the East Coast on Thursday, according to National Public Radio (NPR).

About 7 million Texans, including those in the cities of Arlington, Austin, Houston and San Antonio, have been advised to boil their water for safety. About 263,000 Texans were affected by nonfunctioning water providers as of Thursday morning, according to state officials. Hospitals across the state--already contending with the COVID-19 pandemic--are running low on supplies and water, as patients in need of electricity for their home medical equipment arrive asking for help.

The Energy Reliability Council of Texas (ERCOT), the agency that manages the state's power grid, now says 40% of the state's generators, accounting for 46,000 megawatts (MW) of generation, have been knocked offline since Winter Storm Uri hit Texas on Monday. ERCOT says it has made significant progress in restoring customer power over the past 24 hours, but warns rotating outages might still be enforced through the weekend to keep the state's power grid functional.

Texas energy officials will have a lot of questions to answer in the weeks to come. The Federal Energy Regulatory Commission (FERC) and the North American Electric Reliability Corporation have opened an inquiry into what caused the massive power outages across the Lone Star State. A group of North Texas congressmen sent a letter to ERCOT demanding explanations following Abbott's criticism of the agency on Wednesday. And an investigation from Dallas-Fort Worth's NBC 5 reveals that less than a week before the storm, ERCOT officials gave assurances that the state's power plants were in good shape to deal with rough weather.

In addition, the neighboring states of Louisiana and Mississippi were looking at about 120,000 and 167,000 customers without power as of noon Thursday CST, according to the tracking site PowerOutage.US.

Calpine Corporation's Guadalupe Generating Station in New Braunfels, Texas, is slowly returning to operational status following this week's weather conditions, although plant owners say they might idle some units due natural gas pricing. Plant profile: 1036099

ExxonMobil Chemical has suspended operations at its polyethylene plant in Beaumont, Texas. It could return to normal operations later in the week as temperatures rise. 1500561

Occidental Chemical has shut down its 1.2 billion-pound-per-year Ingleside ethylene plant in Gregory, Texas. It could return to normal operations later in the week as temperatures rise. 1002880

Deer Park Energy Center LP has shut down its plant in Deer Park, Texas, due to weather-related issues. 1053849

CITGO Petroleum Corporation was forced to reduce production rates at its 420,000-BBL/d Lake Charles Refinery in Westlake, Louisiana, due to a loss of third-party power supply as a result of Winter Storm Uri. Plant profile: 1013703
