Researched by Industrial Info Resources (Sugar Land, Texas)--Wyoming is one of nine states involved in a lawsuit opposing the U.S. Environmental Protection Agency's (EPA) Clean Power Plan. Industrial Info is looking at these states in more detail.

Wyoming has 16 active facilities that use coal as their primary fuel and two that are still in the planning phase. Industrial Info tracks data for all of them. The two facilities that are still in planning are the Medicine Bow IGCC Power and Douglas Coal-to-Syn Gas plants.

Nine of the 16 active facilities in Wyoming are power plants. The others are University of Wyoming's chilled-water and steam plant, a beet sugar manufacturing facility, four soda ash mines, and a cement plant and quarry. According the EIA, Wyoming ranks first in total energy consumption per capita among U.S. states, with 949 million British thermal units (Btu). The state also produced 39% of all the coal mined in the U.S. in 2012, and had the third-lowest average electricity price in 2013. In 2012, Wyoming coal was used by 34 states, with nine states (including Wyoming) getting more than 90% of their domestically extracted coal from Wyoming. In addition, electricity from coal-fired generation accounted for 89% of the total in Wyoming.

The EPA Clean Power Plan calls for Wyoming to reduce its carbon emissions by 19%, which is significantly lower than the 30% national average reduction called for by the plan. Wyoming's power generation portfolio is heavily reliant on coal. The state's coal production is a large segment of its economy.

Another significant factor to consider when assessing Wyoming's motivation to join the lawsuit against the EPA is the age of several of Wyoming's coal-fired power plants; three are less than 10 years old and account for more than 800 MW of power generation. The amortized costs of these plants have not yet been recovered, so replacing them will be more costly than replacing older facilities that are close to retirement.
