Researched by Industrial Info Resources China (Beijing, China)--Anhui Electric Power Construction No.1 Engineering Company (AEPC1) (Hefei, Anhui), a subsidiary of China Energy Engineering Corporation (CEEC) (Beijing), completed the erection of the first steel beam for Unit 4's boiler mainframe for Huadian Luan Power Generation Company Limited's (Luan, Anhui) 1,320-megawatt (MW), coal-fired expansion project at the Luan Power Plant on September 28, 2013. The boiler frame erection for the unit has kicked off, according to an announcement from the CEEC on October 8.

The Luan Power Plant, located in Yuan Economic Development Zone of Luan City, in central China's Anhui province, has two 135-MW, circulated fluidized bed (CFB) units in operation. The power plant is jointly invested by Huadian Power International Company Limited (95%) (Beijing) and Luan Industrial Investment Development Company Limited (5%) (Luan, Anhui).

According to plans, the power plant will be built with two 660-MW, ultra-supercritical, coal-fired units in the Phase II expansion. In late 2008, Northwest Electric Power Design Institute (Xian, Shaanxi) won the bid to design and engineer the project. In July 2009, the first unit (Unit 3) received approval from National Development and Reform Commission (NDRC). Site preparation for the project kicked off on August 31, 2009.

However, due to the market situation and the failure to receive approval for Unit 4, the main works for the project were not kicked off until 2012. In July 2012, Unit 4 received preliminary approval from the National Energy Administration (NEA), with consent to kick off pre-stage preparation. Construction of the project then started. In December 2012, Shandong Electric Power Construction No.2 Company (SEPCO2) (Jinan, Shandong) began the erection of the boiler steel beam for Unit 3.

According to the schedule, both units of the Phase II expansion project will begin operations by the end of 2014.
