SPECO2 Finishes Work on Steam Turbine for First Unit of Huadian Luan Power Plant Expansion

Researched by Industrial Info Resources China (Beijing, China)--Shandong Electric Power Construction No.2 Company (SEPCO2) (Jinan, Shandong), a subsidiary of Power Construction Corporation of China (PowerChina) (Beijing), recently completed the steam turbine "box up"--the connection of the upper and lower parts of the steam turbine cylinder--for the first unit (Unit 3) of Huadian Luan Power Generation Company Limited's (Luan, Anhui) 1,200-megawatt (MW) expansion project at the Luan Power Plant. This follows the completion of the boiler water-pressure test in December 2013, according to an announcement from PowerChina on January 14.

The steam turbine features an extraction-condensing single shaft, with a single reheat steam turbine made by Shanghai Electric Corporation (Shanghai). The high-pressure and middle-pressure cylinders are pre-assembled, and only the two lower pressure cylinders are to be erected at the site. It took seven hours to complete the box-up procedure.

The Huadian Luan Power Plant, located in the Yuan Economic Development Zone of Luan City, in central China's Anhui province, currently has two 135-MW circulated fluidized bed (CFB) units in operation. As the largest capital investment project in Luan, the power plant is a joint investment of Huadian Power International Company Limited (Beijing) (SH.600027) (95%) and Luan Industrial Investment Development Company Limited (Luan, Anhui) (5%).

The Phase II expansion has two 660-MW, ultra-supercritical, coal-fired units, with a total investment of about $850 million. Northwest Electric Power Design Institute (Xian, Shaanxi) is responsible for the design and engineering, and Shandong Chengxin Project Management Company Limited (Jinan, Shandong) is responsible for the construction management. Anhui Electric Power Construction No.1 Engineering Company (AEPC1) (Hefei, Anhui), a subsidiary of China Energy Engineering Corporation (CEEC) (Beijing), is responsible for the construction and erection of the other unit (Unit 4).

In July 2009, the first unit (Unit 3) received approval from National Development and Reform Commission (NDRC). Site preparation for the project kicked off on August 31, 2009. According to the schedule, both units of the Phase II expansion project will begin operations in 2014. Upon completion, the project will be an important power source support point in the central Anhui Grid.
