Researched by Industrial Info Resources China (Beijing, China)--Zhejiang Thermal Power Construction Company Limited (Hangzhou, Zhejiang), a subsidiary of China Energy Engineering Corporation (CEEC) (Beijing), recently completed the placement of the first bucket concrete for the boiler room foundation of the Zheneng Liuheng coal-fired power plant. The company is the construction contractor for the project. This means that the construction for the main works of the first "offshore type," large-scale, coal-fired power plant has kicked off, according to an announcement from the CEEC on August 3, 2012.
The Zheneng Liuheng coal-fired power plant is located at Liuheng Island of Putuo District in Zhoushan City, in the Zhejiang province. The power plant has a total planned capacity of 4,000 megawatts (MW). Two 1,000-MW, ultra-supercritical, coal-fired units, together with a high-efficiency electrostatic dust remover, flue gas desulfuration and nitrogen oxide control devices, will be built in Phase I with a total investment of about $1.2 billion.
Zhejiang Zheneng Sinocoal Zhoushan Coal & Electricity Company Limited, a subsidiary of Zhejiang Provincial Energy Group (Hangzhou, Zhejiang) with joint investment from China National Coal Corporation (Beijing), is responsible for the development and future operation of the project. Zhejiang Electric Power Design Institute (Hangzhou, Zhejiang) is responsible for the design and engineering of the project.
The project received approval from the National Development and Reform Commission in January 2011. Site preparation of the project kicked off in May 2011. Beijing Babcock & Wilcox Company Limited (Beijing) and Dongfang Electric Corporation Limited (Chengdu, Sichuan) will supply the required boilers and steam turbine generator units, respectively, to the project.
As the first "offshore type" island coal-fired power plant in China, the project, together with the coal storage port in Zhoushan, forms an important coal and power-integrated project in the Zhejiang province. So far, the coal storage port has been put into operation. According to the latest schedule, the first unit of the project will begin operations in June 2014, and the second unit in October 2014.
