China Guodian Corporation Signs Agreement to Boost Power and Energy Development in Xinjiang

The signing ceremony for the Framework Agreement on the Cooperative Construction of Power and Energy Projects in Xinjiang between China Guodian Corporation and the Government of Xinjiang Uygur Autonomous Region was held in Urumchi, the capital of Xinjiang Uygur Autonomous Region (Xinjiang), on August 23, 2007. Wang Lequan, member of the Political Bureau of the CPC Central Committee, secretary of CPC Xinjiang Committee, met Zhou Dabing, general manager of China Guodian Corporation (CGDC) (Beijing, China), and attended the ceremony. Arken Imirbaki, vice-chariman of Xinjiang and Li Qingkui, deputy general manager of CGDC both signed the agreement.

CGDC is a leading power producer in China. The company had a fast development in Xinjiang. The number of power enterprises in Xinjiang under CGDC has increased to six with a total installed capacity of 1,362 megawatts (MW) in less than five years, mainly including Guodian Xinjiang Hongyanchi Power Generation Company, Limited (420 MW currently in operation), Chahanwusu Hydropower Station (309 MW, the first unit is expected to put into operation in this October, all three units will be complete in 2008), and Keche Power Plant (total planned installed capacity 500 MW, with the first 135 MW unit put into operation in May 2007). A hand-in-hand development layout in hydropower, wind power and thermal power has been preliminarily established in Xinjiang.

Since the establishment of the Xinjiang Branch in the beginning of this year, CGDC is actively carrying out the planning of power sources in Xinjiang with the target to have 1,127 MW of new power projects and 2 million metric tons of annual coal production capacity put into operation in Xinjiang in the “Eleventh Five-Year Plan (2006-2010)”, and to have 2,692 MW of new power projects and 4 million metric tons of annual coal production capacity put into operation in the “Twelfth Five-Year Plan (2011-2015)”. Meanwhile, CGDC will conduct the pre-stage preparation for these projects such as the Aibihu Valley Ecological Protection Project, accelerate the development of associated coal resources for power projects, and promote the social and economic development of Xinjiang in a fast and sound way.
