China's Guodian Hainan Southwest Cogeneration Project Receives Environmental Approval

Researched by Industrial Info Resources China (Beijing, China)--China's Ministry of Environment Protection (MEP) has approved the environment impact assessment (EIA) report for the 700-megawatt (MW), coal-fired cogeneration power project at the Hainan Southwest Power Plant.
The EIA report for Guodian Ledong Power Generation Company Limited's (Ledong, Hainan) project was approved on January 2, according to China Guodian Corporation (Beijing).
The Guodian Hainan Southwest Power Plant is located at Foluo Town in Ledong Li Nationality Autonomous County, in southern China's Hainan province. The project mainly comprises two 350-MW, supercritical, condensing steam turbine generating units, together with two supercritical, pulverized, coal-fired boilers. The project also will include a flue-gas desulfurization device, a nitrogen-control device, dust removers, a wastewater treatment and seawater cooling system, and a 50,000-ton coal berth. Also part of the project are a closed coal-storage unit, a seawater desalting system, and an ash-disposal field located in Fengtan.
China Guodian Corporation began preparations for the project early in 2007. In November 2011, the project received clearance from the National Energy Administration to begin pre-stage preparations. Due to objections from local residents, the project site was moved two kilometers (1.3 miles) from the originally planned site at Yinggehai Town to Foluo Town.
The supply contract for the main turbine, generator and boiler equipment for the project was awarded to Harbin Electric Corporation (Harbin, Heilongjiang). Site preparation began in October 2013. With the latest environmental approval, the construction of the project is ready to kick off shortly.
The project's owner is working closely with its partners to obtain final approval for the project. According to the schedule, both units of the project will begin operations in 2015.
