Researched by Industrial Info Resources China (Beijing, China)--The 1,320-megawatt (MW), grassroot, coal-fired Huaneng Helin Power Plant project has received government approval, according to an announcement last week.
The National Development and Reform Commission (NDRC) approved the project on March 7, said North United Power Company Limited (Hohhot, Inner Mongolia), a subsidiary of China Huaneng Group (Beijing).
The Helin Power Plant is located at Xindianzi Town, in Helin County of Hohhot City, in northern China's Inner Mongolia autonomous region. It is about 80 kilometers from the Junggar Coal Field. The power plant project is funded by Inner Mongolia Mengdian Huaneng Thermal Power Corporation Limited (SH.600863) (Hohhot, Inner Mongolia), a subsidiary of North United Power. As a key project in the nation's program to transmit power from the its western areas to its eastern, the plant would serve the proposed 1,000-kilovolt, ultra-high-voltage alternative current (AC) transmission line from Western Inner Mongolia (Mengxi) to Weifang, in the Shandong province. The power plant has a total planned capacity of 5,320 MW.
The project would replace small generating units with larger ones. It includes two air-cooling, 660-MW steam generating units, with two supercritical, coal-fired boilers, plus associated environmental protection facilities, including a flue gas desulfurization device (FGD), a high-efficiency electrostatic particulate precipitator (ESP), nitrogen oxide control, and a continuous emission monitoring system (CEMS).
Early in 2008, the Board of Directors of Mengdian Huaneng voted to invest $850 million to build two 600-MW, coal-fired units, and to shut down smaller coal units that had a combined capacity of 842 MW. The contracts for the main turbine, generator and boiler (TGB) equipment were awarded to Harbin Turbine Company Limited (Harbin, Heilongjiang), Harbin Electric Machinery Company Limited (Harbin, Heilongjiang) and Dongfang Boiler Company Limited (Zigong, Sichuan), respectively. The main construction and erection contracts were awarded to Henan No.1 Thermal Power Construction Company (Zhengzhou, Henan) and Anhui Electric Power Construction No.1 Engineering Company Limited (Hefei, Anhui), respectively.
According to the schedule, both units will begin operations by the end of 2015.
