Researched by Industrial Info Resources China (Beijing, China)--The environmental impact assessment (EIA) report for Fugu Qingshuichuan Power Plant's 2,000-megawatt (MW) Phase II expansion project, prepared by Northwest Electric Power Design Institute (NWEPDI) (Xi'an, Shaanxi), had been accepted by the Ministry of Environmental Protection (MEP) on November 12, 2012, according to an announcement from the MEP on November 19.

The Fugu Qingshuichuan Power Plant, located about 20 kilometers northeast of Fugu county downtown, is a part of the Fugu Qingshuichuan Coal and Power Integration Complex invested by Shaanxi Qingshuichuan Energy Company Limited (Yulin, Shaanxi), a joint venture of Shaanxi Provincial Investment Group Company Limited (Xi'an, Shaanxi) and Shaanxi Coal and Chemical Industry Group Company Limited (Xi'an, Shaanxi). Two 300-MW coal-fired units in Phase I were fully commissioned in 2008.

As a large-scale, pit-mouth power plant, construction of the project could increase the proportion of large units and control the development of middle- and small-sized condensing thermal power units in Yulin grid, as well as reduce the overall environmental quality in the region, according to the EIA report prepared by the NWEPDI.

According to plans, the Phase II expansion project will be furnished with two 1,000-MW, ultra-supercritical, coal-fired units, with the adoption of an air-cooling and cascade water supply for recycled utilization of water resources; a limestone-plaster, wet flue-gas desulfurization process; a high-efficiency electrostatic dust-remover; and a low nitrogen burner and selective catalyst reduction (SCR) device for nitrogen oxide control.

The total investment in the project will be about $1.2 billion. A feasibility study of the project was completed in April 2009. Construction of the expansion project kicked off in late 2010. However, the project has not yet received final approval from the National Development and Reform Commission, as its EIA failed to receive timely approval from the MEP.

With the EIA accepted by the MEP, the project is expected to get its final approval shortly. Presently, the project owner is working closely with the NWEPDI to achieve final approval for the project. As per schedule, both units of the project will be put into operation in March and August 2013, respectively.
