CLECO Power Reviews Bids in Response to 2004 Long-Term RFP

CLECO Power LLC, the regulated electrical subsidiary of CLECO Corporation (NYSE:CNL) (Pineville, Louisiana), is reviewing bids in response to its recent long-term power request for proposals (RFP) for up to 800-megawatts (MW) of stable cost generation. This power is intended to replace older less efficient natural gas-fired generation. In addition to reviewing bids from outside suppliers, CLECO is also evaluating nine different self-build proposals. The winning bidders are scheduled to be notified in April 2005, and certificate applications filed with Louisiana Public Service Commission in June 2005.

For baseload capacity, CLECO proposed self-build options at two stations, the Teche Power Station and the Rodemacher Power Station, for availability in 2009. Three options are being considered at Teche Power Station: (1) Convert Unit 3 to a solid fuel (coal, petroleum coke, or lignite) unit by installing two atmospheric circulating fluidized bed boilers (CFB) and upgrade the existing steam turbine/generator; (2) Install the CFB boilers to re-power the existing Unit 3 turbine/generator, plus install an additional 350 MW steam turbine/generator; or (3) Install the two CFB boilers to use with a new Unit 4, 500 MW steam turbine/generator train.

At Rodemacher two options are under consideration for baseload capacity: (1) Convert Unit 1 to solid fuel by installing two CFB boilers and upgrading existing steam turbine/generator to 500 MW; or (2) Install Unit 4 with the solid fuel CFB boilers to drive a new 660 MW steam turbine/generator.

For intermediate loads, CLECO had three self-build options for availability in 2007: repowering Teche Unit 3 steam turbine/generator or Rodemacher Unit 1 steam turbine/generator with natural gas-fired combined-cycle combustion turbine/generators (CT) with heat recovery steam generators (HRSG) to provide steam, or building a grassroot 560 MW natural gas-fired combined-cycle plant with two CT's, two HRSG's, and a new steam turbine/generator.

For peaking loads CLECO purposed installing 3-4 natural gas-fired CT's at existing stations and substations for 200 MW of peaking generation, for availability in 2006.
